Kathmandu. CPN-UML lawmaker Dr. Pushpa Raj Kandel has said that there is an urgent need to connect the flood-affected areas with immediate connectivity. Speaking at a meeting of the Finance Committee of the Federal Parliament on Wednesday, lawmaker Kandel made the remarks. <\/p>\n
He urged the government to emphasize on grant assistance rather than foreign loans during the disaster. He drew the attention of the government that relief could not reach the affected areas due to lack of roads and bridges. Stating that the communication across the Trishuli river has been completely cut off due to floods and landslides, he said that the area towards Dhading and Rasuwa has been cut off. <\/p>\n
“At present, there is no road to go to Haku and other areas of Rasuwa, and helicopters are not available. First of all, communication and communication network should be connected to provide relief there,” said Kandel, “Therefore, the government should give first priority to the construction of a suspension bridge, bailey bridge or concrete bridge.” No matter how much relief is piled up, it will not reach there until the bridge is built. \u2019<\/p>\n
He also raised questions about the resources of the National Disaster Risk Reduction and Management Authority and the status of relief distribution. “There should be a situation where money is piled up on one side and the affected people do not get it on the other,” he said. <\/p>\n
‘Damage assessment should not be ritualistic’ <\/p>\n
Taking the issue of assessing the needs of the National Planning Commission as positive, lawmaker Kandel cautioned not to prepare a ritualistic report like in the past. “There should not be any work of not bringing out the real facts out of fear and trepidation like last year. The real and accurate details of the damage that has been done should come out,” he said. <\/p>\n
“Climate justice cannot be achieved only by speeches, proof is needed,” Kandel said while speaking about the mobilization of foreign aid. “We are in a crisis now, let’s not put too much emphasis on loans. The government should put pressure on the government to bring free funds,” he said. <\/p>\n
He also pointed out that the Prime Minister was going to raise the issue of climate justice in the international forum and pointed out that there was not enough preparation for it. “The world does not pay for going to international forums and giving speeches. Our experts should be able to present studies and evidence about the impact of climate change on us. The claim of climate justice will be enough only if it can be claimed with evidence,” he<\/p>\n

Kandel said that the disaster has seriously affected the education of children and the health of the citizens. “Schools have been turned into holding centers. Students are on one side, schools are on the other side. There is no bridge to cross the river,” he said, adding, “In such a situation, the government should pay serious attention to how to restore the education and health of children.” \u2019<\/p>\n
