Kathmandu. Rastriya Prajatantra Party (RPP) lawmaker Khushbu Oli has demanded the government to immediately resolve the problems faced by Nepali citizens in Russia. Speaking during the special hour of the House of Representatives meeting on Thursday, Oli drew the attention of the government that many serious problems surfaced during direct interaction with students, workers and businessmen in Russia during her visit to Russia a few days ago. <\/p>\n
Oli said that Nepali workers and businessmen have been hit the most due to the lack of a formal means of sending money from Russia to Nepal legally. He said that after the Russia-Ukraine war, it was difficult to send the money earned by Nepalis home as the major banks there were separated from the international financial system. <\/p>\n
She gave the example of some time ago, even the Rs 20 lakh collected by Nepalis in Russia for the Bhotekoshi and Trishuli flood victims had to be brought to Nepal in cash due to lack of a valid banking channel. She suggested that the Nepal Rastra Bank should make arrangements for transactions through Indian mechanisms, NPI-UPI or remittance companies of third countries that are not banned to control hundi and open the legal route. <\/p>\n
Similarly, Oli said that the risk of losing scholarships has increased as the Ministry of Education has not given ‘No Objection Letter’ (NOC) to the students selected in the full scholarships of the Russian government. She argued that the students of the 40 quota given by Russia for the academic year 2026-27 should not be stopped from the same perspective. She demanded that the students who received the scholarships should be given NOC through an automated process and a legal banking system should be created to send their expenses. <\/p>\n
Oli also raised in the parliament the issue of the problems faced by the doctors who have returned from completing their medical education in Russia in the internship and registration process in Nepal. She said that an equivalence matrix should be prepared in coordination between the Nepal Medical Council, the Medical Education Commission and the Russian body and arrangements should be made to complete the necessary exercises in Nepal itself. <\/p>\n
On the other hand, she said that the government has stopped the labor permits for Russia, which has led to the loss of old legitimate workers and the risk of new workers going through informal routes. She said that while the move to stop recruitment in the army was right, the labor market in the non-military and safe sectors should not be completely closed in the name of it, and demanded the government to study the possibility of opening up labor permits in the regulatory sector in a phased manner. <\/p>\n
She called for finding a solution to all these problems within the stipulated time by coordinating with the Ministry of Foreign Affairs, Labor, Health and Nepal Rastra Bank and to discuss the issue in the parliamentary committee.<\/p>\n","protected":false},"excerpt":{"rendered":"
