Kathmandu. National Human Rights Commission (NHRC) member Manoj Duwadi has said that democracy and human rights cannot be imagined without press freedom and freedom of expression. <\/p>\n
Taking part in a demonstration organized on the occasion of the World Press Freedom Day, Duwadi said that a situation has arisen in Nepal to celebrate press freedom not only as a celebration but also as a movement for the protection of rights. <\/p>\n
Duwadi, a member of the commission, claimed that freedom of expression is the biggest tool of human rights. Stating that some of the government’s recent moves could hurt press freedom, he said the EC was serious and concerned over the issue. <\/p>\n
According to him, although the nature of journalism has changed with the development of technology, the problem has aggravated due to lack of corresponding legal system. Duwadi objected to the discriminatory and selective use of the 19-20-year-old ‘Electronic Transaction Act, 2063’ against journalists. <\/p>\n
Recalling the incidents of September 23 and 24, he said the ban on social media at that time was a brutal attack on freedom of expression. He said that without the prevailing law, it is an autocratic style to curtail rights only on the basis of administrative or ministerial orders. The committee formed by the commission to investigate the incident has already submitted its report, he added. <\/p>\n
Stating that the government has shown apathy towards the implementation of the commission’s recommendations, he stressed the need of unity among Nepal Bar Association, journalists and human rights defenders for building a human rights-friendly country.
