The border road at Damak-9 and 10 in Jhapa district has again turned muddy with the onset of monsoon. The road is full of water, it is difficult to walk on the pothole-ridden road. This time, the locals adopted a different style to give voice to this pain. They carried paddy saplings on the road and turned the road into a field and planted paddy. <\/p>\n<p>Locals have complained that the road in and around the Prime Minister&#8217;s constituency and former Prime Minister KP Sharma Oli&#8217;s hometown has been in a dilapidated condition for years. Locals said that they had to plant paddy on the road in a symbolic manner after no body showed any interest despite repeated requests, applications and pressure. <\/p>\n<p>According to the locals, the road turns muddy with the onset of rains and dusty in winter. Not only daily commuting, it is also a big problem to take the sick to the hospital, to take the students to school and to take the farmers to the market. <\/p>\n<p>Nagendramani Neupane, a farmer who participated in the protest, said, &#8220;Leaders come to the doorsteps during elections. They show big dreams of development. But after the election, the problems of the people are forgotten. Now it is difficult to distinguish between this road or the field, so we have shown our pain by planting paddy on the road. \u2019<\/p>\n<p>According to him, although the locals have been demanding the construction of the road from time to time to the ward office, the municipality, the provincial government and the federal government, no concrete work has been done. &#8220;People pay taxes, vote but don&#8217;t get basic facilities. We listened to a lot of development speeches, but only mud and dust were found in practice,&#8221; he says. <\/p>\n<p>Suresh Dhimal, a farmer, said that the problem of road is not new. According to him, it is difficult to even ride a motorcycle during the rainy season. &#8220;Children fall in the mud while going to school, the elderly have difficulty walking. Everyone says they will construct roads before the elections, but there is no one to look back after the elections,&#8221; he complained. <\/p>\n<p>&#8220;We are not concerned about who will construct the road, it is only that it should be constructed,&#8221; he added. But the tendency to put the responsibility on each other has further aggravated the problem. \u2019<\/p>\n<p>According to Padam Bhandari, a local farmer, the poor condition of the road has affected the daily life of the village. &#8220;It&#8217;s scared to leave the house when it rains. Ambulances cannot come when they fall ill, students are forced to go to school lying in the mud. Today, planting paddy is not a wish, it is a compulsion,&#8221; he said. <\/p>\n<p>Kedar Khatiwada, another local, said that the patience of the people has been tested too much. &#8220;We are citizens when it comes to paying taxes, no one remembers us when it comes to providing facilities. The road is so bad that it is difficult to distinguish the road from the field. That&#8217;s why we are trying to show the concerned bodies the reality by planting paddy on the road,&#8221; he said. <\/p>\n<p>Bhesh Raj Thapa, who was also present at the programme, said that the agitation was not for any political motive but for the demand of basic infrastructures. &#8220;We need a walkable road. We listened to a lot of development speeches but did not see the results. Planting paddy on the road today is not only our anger but also a serious question against the state,&#8221; he said. <\/p>\n<p>Locals have warned of intensified protest if the up-gradation and blacktopping of the road is not started immediately. They have said that they will be forced to organize programs ranging from blocking roads to gherao the municipality. The paddy saplings planted on the road send a serious message that people are looking for a change in behaviour, not an assurance of development.
