Rastriya Prajatantra Party (RPP) parliamentary party leader Gyan Bahadur Shahi has met Finance Minister Dr Yubaraj Singh on the issue of customs tax evasion. Swarnim Wagle has said that he lied.

“The Finance Minister lied to the parliamentary committee on the issue of tax evasion,” Shahi said while speaking in the House of Representatives.

He also said that the parliamentary probe committee has not demanded the issue of information leakage regarding the change in customs rate and tax rate.

He said that they do not believe that the Finance Minister should not be allowed to work. But he accused the finance minister of lying to hide the mistake.

Showing the report of the Auditor General, he said, “Look at page 152 of this report. It is clear that the Auditor General’s Office said that the previous government gave a discount of Rs 2.50 billion from Tatopani and Korala border points only by fluctuating the capacity of the motor in EV vehicles. It has been asked to investigate it. ’

He recalled that the Comptroller and Auditor General had said that Rs 3.77 billion should be recovered from the exemption duty and tax across the country.

He said that the same thing happened this time too.

“A total of 3,000 vehicles entered Nepal from May 14 to May 14,” he said. How did it

happen without knowing the rate of tax?

Finance Minister Wagle on Wednesday gave clarification on the changes in tax rate and leakage at the Finance Committee under the House of Representatives and the Public Accounts Committee under the House of Representatives on Thursday.

On the occasion, Finance Minister Dr. Swarnim Wagle admitted that there were some errors due to the weakness of the staff.

He also said that in the Finance Bill presented in the parliament on the 15th, the tax rates have been changed in one place and the fee has been changed in one place.

“The finance minister did not spoil it by typing. But I am the leader, I am the guardian of the Ministry of Finance, I am the leader. I have to burn and defend the mistakes made by my employees,” Wagle said. When my staff friends typed at 4 a.m., I missed a few things. ’

Finance Minister Wagle said that he had written a petition to the Federal Parliament Secretariat on June 3 and sent it to the Federal Parliament Secretariat for rectification after the employees told them about the mistake.

Finance Minister Dr. Wagle had tabled the bill in both houses of the parliament on May 29. Stating that there were some ambiguities and some linguistic errors in the bill, he had filed an application at the Parliament Secretariat on June 3 to correct the errors.

According to Finance Minister Wagle, no amendment has been made in the Finance Bill since May 17.

However, there is a separate provision regarding the process of moving the bill in the parliament. The procedure for amending the bill is mentioned in Chapter 15 of the House of Representatives Regulations.

Under which a notice has to be given for permission to introduce the bill in order to move the bill. Lawmakers can give a notice of opposition to the motion seeking permission to present the bill. The meeting decides on such information.

The House then takes up a general discussion on the bill. After the general discussion is over, a motion for consideration of the bill is tabled. Once such a proposal is approved by the House, the lawmakers get time to register the amendment proposal.

Rule 112 of the Regulation states: “Any Member who wishes to submit an amendment to the Bill shall give a notice to the Secretary of State along with the amendments he/she intends to submit within seventy-two hours of the conclusion of the general discussion on the Bill.”

These processes have not moved forward in the assembly. The bill has not been able to give time to the lawmakers to present the amendment proposal.

Opposition parties have questioned that the Finance Minister had sent a letter to the Parliament Secretariat to rectify the five-point mistake before the process started.

Finance Minister Wagle has not given any answer on whether the error correction was done according to the method and procedure or not, or what is the legal basis for the 5-point correction and under which law the letter of correction was sent to the Parliament Secretariat.

Instead, he clarified that he had not typed it. He said that he was the guardian leader of the Ministry of Finance, and that he had burned the mistakes made by the employees of the Ministry of Finance. According to this, Finance Minister Wagle has tried to keep himself out of the controversy by saying that he has defended.

However, RPP leader Shahi reiterated his demand for the formation of a parliamentary probe committee on the issue. “What is the objection to forming a parliamentary probe committee on this?” he asked.

Kathmandu.
