The probe committee formed to investigate the incident of Jestha 17 in the House of Representatives has submitted its report. The committee said there was a &#8220;serious breach of parliamentary decorum&#8221; in parliament on that day and recommended that action be taken against the guilty lawmakers using the Speaker&#8217;s prerogatives. <\/p>\n<p>The committee formed under the coordination of Secretary of the House of Representatives, Prakash Adhikari, prepared the report based on field reports, CCTV footage and statements of eyewitnesses. The report concluded that the meeting was not following the regulations, lacking restraint and facing managerial challenges. <\/p>\n<p>The report also presents the activities that took place on that day. According to the report, lawmakers of the opposition parties tried to stop the Speaker from entering the hall, and during the protest, the lawmakers were involved in climbing on the table, pulling the microphone and removing the cap of the guard. <\/p>\n<p>The bar of the table in front of the Speaker&#8217;s seat was broken, the wire of the time-indicator lamp was broken and the nameplate of the Prime Minister and the Rastriya Samajwadi Party was broken. Similarly, the latch of the door on the north side of the hall was also broken. <\/p>\n<p>According to the report, Ringla Yadav was seen climbing on the table and pointing his finger at the guard and trying to move towards the Speaker&#8217;s dias, while Bishnu Bahadur Khadka was seen hitting the chair with his foot and Santosh Subba was seen pointing his finger at the Speaker. <\/p>\n<p>During the protest, Nita Ghatani was seen throwing an object towards the ruling party and someone threw a microphone stand. <\/p>\n<p><strong>Suggestion to the Speaker to exercise privilege<\/strong><\/p>\n<p>}<\/p>\n<p>The committee has suggested the Speaker to use the special powers as per Rule 33 of the House of Representatives Regulations, 2083. As per the rules, the Speaker can order the immediate expulsion of any member involved in breach of law and order or carrying out destructive activities. <\/p>\n<p>The Speaker can suspend the expelled members for a maximum period of 15 days and pay compensation for the physical loss from the lawmakers concerned. The committee has also urged the Speaker to strictly enforce the regulations and remove indecent expressions from the records of the Parliament. <\/p>\n<p>The committee has stressed the need to make the role of party leadership and whips effective to prevent the recurrence of the incident. Likewise, the committee has suggested making CCTV surveillance and archive management more systematic, providing necessary technology and physical materials to the security guards and running awareness programmes for lawmakers regarding the code of conduct. <\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Kathmandu.
