Kathmandu. Speaker Dol Prasad (DP) Aryal has stressed the need for people’s participation, practicality and coordination among all three organs of the state in the law-making process.

Speaking at the programme organized by the Former MPs’ Forum, Speaker Aryal stressed that laws should be formulated as per the country’s geography, citizen’s awareness level and practical needs. Questioning the tendency of not having adequate consultation with the users in the law making process, he said that the citizens who are using the law are not aware of what kind of laws are being made.

He cited the legal provisions related to driving license, education and marriage as examples, saying that the laws without practical force force the citizens to comply. He said that the tendency of formulating laws terming two-wheelers as unsafe but ignoring the economic condition of the citizens was wrong.

Speaking on the occasion, Speaker Aryal commented that it was a matter of concern that the law that would create unnecessary complications for the citizens who claim to take driving license and raise their families. He stressed on the need of serious study on the real situation of society, citizen’s needs and implementation capacity before formulating laws.

He said that the citizens would not get the expected service and good governance until the spirit and speed between the legislature, executive and judiciary could not be matched. Speaker Aryal said intention was the most important aspect in law formulation and if intention is clear, the formulation of resources and policies would automatically be effective.
