NC plans to increase parliamentary capacity to finalize bills soon: Gagan Thapa

Kathmandu. Nepali Congress (NC) President Gagan Thapa has said that the legislature’s authority would not be curtailed but the laws would be expedited. Speaking at a question-and-answer program with Nepali Congress (NC) Gagan Thapa on Thursday, he clarified that the concept of fast-track legislation was not for the purpose of curtailing the rights but only to give quick results.

He said that the NC plans to make the parliamentary committees more effective, provide necessary resources and create an environment for the stakeholders outside the parliament to participate in the discussion of the bills. “Fast-track is about giving results faster. But in terms of how to fast-track the legislation, how to make the parliamentary committees more effective, how to give them more resources, and how to ensure that the government members outside the parliament can participate in any bill that is being discussed in the parliament,” he said. ’

Stating that the School Act, Health Act, Dalit Rights Implementation Act and laws related to security and police system were not brought in time, Thapa expressed commitment to finalize these acts at the earliest by enhancing the legislative capacity of the parliament.

He made it clear that the legislative authority of the lawmakers would not be curtailed in the name of fast-track legislation.

Likewise, he said that the Nepali Congress has also put capital market reform in priority. He said that a modern monitoring system would be implemented to prevent insider trading and unnatural activities, and the Investor Protection Fund would be made effective for the benefit of small investors. According to him, the Securities Board of Nepal (SEBON) would be made fully autonomous with the objective of making the securities market credible, and the settlement system would be made international by reforming the structure of Nepal Stock Exchange (NEPSE) and CDS and Clearing Limited.

“We will make the Investor Protection Fund effective for the benefit of small investors by implementing a state-of-the-art surveillance system to prevent insider trading and unnatural manipulation,” he said, adding, “We will make the Securities Board fully autonomous, reform the structure of NEPSE and CDSC and make the RAFSAF system world-class.” Constant things, we’ve covered here.
