Suhang dissatisfied with new rules for lawyers, draws attention to PMO

Kathmandu. Member of the House of Representatives (HoR) and CPN-UML youth leader Suhang Nembang has drawn the attention of the members of Prime Minister Balen Shah’s team not to implement the new rule requiring legal practitioners to get a pass from the citizen app while entering Singha Durbar.

Reaching the Office of the Prime Minister and Council of Ministers this morning, he drew the attention of the government not to implement the new rules, saying that it would be cumbersome and difficult to work.

“I drew the attention of the government not to implement the new rule as 50-60 per cent of the work of lawyers is done in Singha Durbar,” he said. He said that he drew the attention of the service seekers to the problem and delay in the works if there is an uncomfortable situation at Singha Durbar.

“If there are any shortcomings of the lawyers, they should be corrected, otherwise the new rule of entering Singha Durbar only after obtaining an entry permit from the citizen app should be removed and the old rule should be maintained,” Nembang said.

Earlier, lawyers could enter the court on the basis of an identity card issued by the Nepal Bar Council. However, they are now restricted from entering Singha Durbar.

Issuing a notice, Saroj Raj Regmi, Registrar of the Administrative Court, said that legal practitioners can enter the office only on the basis of Singha Durbar Gate Pass of the Nagarik app.

According to him, the office bearers and employees of the administrative court will be able to enter the court on the basis of the official identity card of the concerned body, the lawyers will be able to enter the court on the basis of the Singha Durbar gate pass of the citizen app, the parties or heirs of the case will be able to enter the court on the basis of the date of the concerned party and the other parties on the basis of the daily e-pass of the administrative court.

Some lawyers have expressed dissatisfaction with the new rules. Advocate Binod Mani Bhattarai said that the administrative court is located inside Singha Durbar and it is not practical to require a permit to reach there. He called for a reconsideration of the new rules.

“Some of the lawyers have also been elected to the House of Representatives, the place where policy-making works. I hope they will take initiative to remove this problem,” Bhattarai said.
