Kathmandu. Main opposition Nepali Congress parliamentary party leader Bhishma Raj Angdembe has expressed his concern over the government’s move to create a vacuum by keeping sensitive agencies vacant.
Speaking in parliament on Wednesday, Angdembe said the dismissal of office-bearers based on political divisions and vested interests had stalled
vital mechanisms of transitional justice.
। According to him, the lack of officials from the Truth and Reconciliation Commission (TRC) and the Commission of Investigation on Enforced Disappeared Persons (CIEDP) for long has hindered the access to justice for conflict survivors. He urged the government to immediately appoint competent and impartial people in these commissions and make them active.
Stating that the conflict survivors have been deprived of justice even two decades after the signing of the Comprehensive Peace Agreement, he said there was deep international concern over the issue. He said that the government should be serious when UN Special Rapporteur Bernard Dwime is preparing to visit Nepal in June.
Angdembe claimed that the third amendment to the TRC Act alone did not solve all the legal complexities.
“The third amendment made in 2024 to fully comply with the Supreme Court’s ruling and international standards is still incomplete,” he said. The Fourth Amendment to the Act is necessary to correct existing legal loopholes before new appointments are made. ’
Drawing the government’s special attention to take the transitional justice process to a logical conclusion while respecting the long-standing struggle of conflict survivors, he concluded.
