Ashika Tamang demands scrapping of Traffic Clause

Kathmandu. Rastriya Swatantra Party lawmaker Ashika Tamang has demanded that Section 171 of the Motor Vehicles and Transport Management Act be amended or repealed.

Speaking at the meeting of the House of Representatives on Tuesday, lawmaker Tamang said that the provision of lodging a complaint to the Director General of the Department of Transport Management within 35 days was impractical for drivers in remote districts.

She said, “What does Section 171 of the Motor Vehicles and Transport Management Act say? If you do not understand the work done by the traffic or the police, then you can go to the Director General of the Transport Management Department and file a complaint within 35 days. ’

She said that a driver of Darchula could spend up to Rs 50,000 if he comes to Kathmandu to file a complaint regarding the fine of Rs 500.

She said, “Can the driver spend Rs 50,000 to reach Kathmandu saying that he is not satisfied with the fine? We should be able to streamline the traffic rules in every district through the online system, otherwise the clauses and sub-sections that kill people should be repealed immediately.” ’

She demanded that the traffic action should be managed through online system in every district or the impractical clauses and sub-sections should be scrapped.

Lawmaker Tamang said that a camera should be installed on the body of every traffic policeman to maintain transparency in traffic action. She said that instead of taking immediate decisions on the road by controlling licenses and billbooks, factual action should be taken on the basis of photos and video evidence.
