Lawmaker’s name should be mentioned in advance to speak in emergency time: Lawmaker KC

Kathmandu. Nepali Congress lawmaker Arjun Narsingh KC has demanded change in the provision requiring lawmakers to register their names in advance to speak in the emergency time of the parliament. Speaking at a meeting of the House of Representatives on Monday, he said that he should be allowed to speak without anonymity to immediately inform about national and international issues.

He said, “The tradition of taking note of the emergency time has been established in the parliament before and that should be changed.” Emergency is the prerogative of the lawmakers, and even if the Prime Minister is speaking, he should be allowed to speak with his hands raised. ’

Stating that the role of the opposition in a democracy was significant, he said its effective and constructive presence would make democracy vibrant. He also pointed out the need to change some established parliamentary norms.

He stressed the need for the parliament to rise above ruling and opposition and reach to a conclusion by incorporating all opinions and values. He also said that the Speaker should pay special attention to this.

“Democracy is a process of debate and dialogue. Although bitterness arises between different ideologies at times, the essence that comes out of it is the beautiful aspect of democracy,” he said.
